There are only 2 layers of paper in a playing card. The glue that holds the 2 layers together is often confused with a third layer of paper. If you soak a card in water the paper comes apart at the glue. If you split cards "dry" they don't split at the glue, the paper actually splits leaving some residue on the glue.
