It kinda looks like it says DEVO

Looks like "OCUC" or "ddUC" or "dCUC" or "dOCUC" to me... not "DEVO"...

Here's a photoshopped pic. I sharpened it, added more contrast, made it brighter as well...

You probably can't get any clearer than that. The clarity they can get on the TV show CSI is NOT possible...
