Is tax applied when buying a gift card?

I have a 2 25$ prepaid credit cards, and i want to turn one into a gift certificate so i can use both the credit card and the gift certificate to buy one of the DGP volumes (volume 6, 35$)

Im wondering if 25$ is enough for a 25$ gift certificate, and if tax is applied when purchasing the card.

As nothing is actually "shipped" when purchasing a gift card, no tax is applied. I don't think by phone would work for me, as I live in Canada. Is there anyway to use both credit cards at once online?

I am pretty sure that toll free number work in Canada too. Maybe I'm wrong though.
