Crazy Man's Handcuffs, the classic rubberband trick.
There's a variety of thoughts on how to get into and out of it as well - productions, vanishes, broken and restored, ring penetration...
There's also a couple of card tricks which use rubberbands - a jay sankey trick springs to mind. Also a neat little card revelation from James Brown's "Fancy a Pot of Jam" DVD.

Well there is the classic like everyone mentioned called Crazy Man's Handcuffs. Which has been revealed way too many times =[.
There is also the classic Ring onto Rubberband. Those are the most commonly known effects using rubberbands but, there is numerous DVD's. Search around and I'm sure you'll find some on mjm and murphys magic.
